1. Introduction & Purpose

This report presents the scored findings of a security assessment conducted by Shepherd's Shield Safety Foundation. Each of the 10 security pillars was assessed using a numerical scoring system — YES (2 pts), PARTIAL (1 pt), NO (0 pts) — producing a Pillar Score out of 10 and an Overall Facility Score out of 100. The score determines a Pass, Conditional Pass, or Fail result backed by objective, consistent criteria.

Foundation Principle: All recommendations are guided by de-escalation first — equipping the church to be a place of peace, protection, and worship. Our ultimate goal is the preservation of life.

55 – 69	CONDITIONAL PASS	90-day written action plan required. Re-assessment within 6 months.
40 – 54	FAIL	Immediate corrective action required before next service.
0 – 39	CRITICAL FAIL	Severe gaps. Urgent intervention required. Contact Shepherd's Shield immediately.
