Our Story

Born from a Calling, Built for Every House of Worship

Shepherd's Shield Safety Foundation was founded by security professionals who recognized a critical gap: houses of worship across America were going unprotected — not for lack of concern, but for lack of resources, expertise, and accessible guidance.

With decades of combined experience spanning law enforcement, federal service, military special operations, and international security, our founders built this Foundation on a conviction: every congregation, regardless of size or budget, deserves the same quality of security guidance that protects government buildings, schools, and corporate campuses.

We are a Florida-registered nonprofit organization operating entirely on charitable donations — so that cost is never a barrier between a congregation and its safety.

Legal Status

Shepherd's Shield Safety Foundation, Inc. is a Florida nonprofit corporation. All services are provided at no cost to participating houses of worship. The Foundation is funded entirely through charitable contributions.

Montague Hall

Montague Hall

President & Chairman

Montague Hall is a retired law enforcement professional with 22 years of service in the Chicagoland area, including 11 years as a Task Force Officer with the U.S. Department of Homeland Security Investigations (HSI) prior to retirement. Throughout his career he served in Patrol, Tactical Operations, Criminal Investigations, Gang and Drug Enforcement, and SWAT.

His military service includes U.S. Coast Guard Special Operations — TACLET South, Team 7-LIMA — where he conducted counter-narcotics, counter-smuggling, and counter-terrorism operations throughout South and Central America.

Montague owned and operated Global Security Group, a full-service security contracting firm that grew to over 400 employees conducting operations across the Midwest, South Sudan, and Bogotá, Colombia. He is also the founder of Global Security Solutions Corp. and Blue Star Security & Training. He currently serves as a Firearms Instructor for the TSA Federal Flight Deck Program. He founded Shepherd's Shield Safety Foundation to bring professional-grade security guidance to every house of worship in America — at no cost to the congregation.

Bruce W. Miller

Vice President

Bruce W. Miller brings more than 37 years of federal law enforcement experience to the Foundation's leadership. He retired as a Special Agent with the U.S. Air Force Office of Special Investigations (AFOSI) and has deployed to the Middle East seven times, providing expertise in antiterrorism, surveillance, personal protection, and firearms. He is a recognized subject matter expert in each of these disciplines.

Bruce dedicated 21 years of his career to curriculum development and instruction, serving in an operational capacity as a Division Chief. He holds a Bachelor of Science from Excelsior University and a Master of Science from Troy University. His depth of federal experience and dedication to developing the next generation of security professionals make him an invaluable asset to the Foundation's mission.

Kevin Bray

Treasurer

Kevin Bray is a recognized authority in maritime and port security with a distinguished background in U.S. Coast Guard Special Operations. He served as a "Plankowner" of the original Port Security Units and received an honorable discharge in 1990. Immediately following his military service, Kevin launched a surveillance consulting company that has now operated for more than 35 years.

Kevin is also the founder of GSS Track, a high-technology GPS tracking company specializing in high-value property worldwide. Throughout his career, he has served as an electronic surveillance expert for corporations, government agencies, and private entities across the globe. His financial acumen, operational discipline, and international business experience bring essential stewardship to the Foundation's resources and financial oversight.

Hunter Clary

Secretary

Hunter Clary serves in Adult Ministries at a Florida congregation, where he has spearheaded the development of the congregation's safety team and formalized its security policies from the ground up. His experience building safety infrastructure at the local congregation level gives him a firsthand understanding of the exact challenges SSSF exists to address.

Hunter is currently pursuing a Master of Divinity as he prepares for pastoral ministry. His service to the Foundation is driven by his love for the people of Jesus Christ — and a deep conviction that keeping God's flock safe is not a liability concern, but a ministry calling. Hunter ensures the Foundation's administrative records, board communications, and governance documentation reflect the same excellence and faith-centered purpose that guides all of SSSF's work.

Wendell Russell

Wendell Russell

Board Member

Wendell Russell is a 32-year law enforcement veteran with specialized expertise in some of the most demanding investigative disciplines in policing — homicide investigations, officer-involved shootings (OIS), elder abuse, and child sex crimes. His career has been defined by a commitment to protecting the most vulnerable and pursuing justice in the most challenging circumstances.

Since retiring from law enforcement, Wendell has served in a Corporate Protective Division role, providing executive and CEO protection at the highest levels. He is the recipient of multiple state and municipal commendations recognizing his distinguished service throughout his career. His investigative depth, executive protection experience, and unwavering character bring credibility and strategic wisdom to everything the Foundation undertakes.

We believe that sound security training and a strong spiritual foundation work together — enabling those who carry a responsibility to protect others to do so with clarity of mind, sound judgment, and a compassionate heart.

Our training philosophy rejects the notion that security means force. Security means awareness, preparation, and the wisdom to recognize when — and how — to act. We equip security teams and greeters with the skills to identify risk early, communicate effectively, and respond calmly and lawfully when situations escalate.

Above all else, we teach our teams that their first priority is always, always, always the preservation of life.
